The main report is for Jobs and it is linked to a subreport that contains Quotes. A quote might have many quantities for a part number, but a Job will have only one Qty for a Part Number. The quoted quantities might not match to a Job and sometime they might match. So if there is a match from the Job to the Quote Qty then that quote needs to display. If the Jobs Quantity is higher than the Quoted Quantities, I would like to have the very next lowest Quoted Qty to be selected. I can't use the <= comparison for then all the Quoted Qty's less than the Jobs Qty will be shown vs just showing the very first Quote Qty that is lower than the Jobs Qty.

My current link to the sub report is:
{Quote_Qty.Quote_Qty} = {?Pm-Job.Order_Quantity}.

You could use <= and then use a group selection formula like:

{Quote_Qty.Quote_Qty} = maximum({Quote_Qty.Quote_Qty})

...assuming all the necessary subreport links are in place.

Thanks again, this is perfect.
