Yep, highlight image or text, click on modify, then convert to symbol, choose button and ok, then right click on the new
highlighted button and go to properties, actions, get url,
and type in the url address (you can also choose a mouse-event like roll-over) if you right click the new button and go to edit in place you can also set up a hit area.
