Linking tasks that are less than 1 day in duration

I have encountered a problem with MS Project with a plan that contains many tasks that are less that a day in duration or contain fractions of a day. If a link two such tasks, Project does not seem to start the successor until the beginning of the following day.

Is this a known problem and is there any workaround? I have temporarily used lags/leads to fix it but this is very unwieldy.

You are doing something wrong. Project handles this situation correctly.

Tools | Options View-tab and set the "Date format" field to something that shows the date and time. Make sure you are displaying the Duration column. Make sure you are displaying the Successor column.

BTW, what version of Project are you using?
 
<Sigh> When I asked what version of Project, I meant (of course <sigh again>) are you using Project or Project server and are you looking at the Server displays or the display from Project.
