Linking in Macromedia MX 2004

Using Dreamweaver MX 2004, I cannot use the property bar "linking" where I would drag and drop. I can use the crosshairs to move over a page or image to link, but when I let the button go, the link information does not copy to the text section.

Can you attach a screenshot of what is happening?
 
The problem has been resolved, here is what happened. Our company website was being developed by myself, but I had to free up time so I moved the development to another employee. When they were working on the site, they could not link with the property manager (like I stated above) but I checked their computer and I "turned" all the files into a site that Dreamweaver recognized as a site (using the manage site function) and that made everything work properly.
