Linking documents in PageMaker 7.0

I've created many documents with both Word and WordPerfect where linking one document to another is incredibly easy. I'm a first-time user of PageMaker, and I can't figure out how to do it. Word processor process is 1)highlight text you want to be hypertext, 2) click whatever button to indicate that you want it to be a hyperlink, 3) provide the file name in the dialog box. PageMaker Help seems to imply that it all has to be in the same document before you can create links, which I'm hoping is wrong.
 
I guess the question would be what you want the final product to be. Is this going to end up as an HTML set of files or a PDF or something of that nature? I've never used PageMaker for layout of that type as it's nature is more print oriented.
