linking 4 cics systems. SIP, VOIP?

Hi. I have a customer that wants to communicate between their 4 cics systems in different towns. I wanted to get some suggestions on how you would do this. I am thinking a voip type of box that will create a dialtone at each location. This just rides in on a co trunk card in sw's. they access this trunk and dial an ext. need box to then route the call to another voip box at 2nd location and put call thru. my cloud thinking here bring any products to mind? hosted pbx maybe?

quintum, multitech and others make adjunct boxes that do this. i've used both and both are good.
 
The Multitech SIP gateways are great and easy to install. You can probably find some of the Norstar gateways on the market as well. They used H.323 and were easy to configure.
