If I link several Access 2000 tables from another Access 2000 database and then build a form with the link tables on the databse will it cause locking issues and add concurent usage to the original database?

This could cause locking issues but it shouldn't be much different from any other application. Tables should be sufficiently normalized as to minimize the locking issue.
