Why would you want R11.1.0.0? R11.1.0.1 has been out a while now and R11.1.0.2 was just released. Running .0 on any release (except R10.1 maybe) is just a disaster and should be avoided.
As derfloh stated you can get all the software you need from support.avaya.com. BPs should already know that and if you are a customer you will need a soldto # to create an account and get access to software.
The truth is just an excuse for lack of imagination.
