I'm looking for a way to link an Oracle 8i DB to an external ODBC data source so I can set up some materialized views to replicate the tables which are in the external DB.

The external data source is a proprietary flat file DB for which I have ODBC capability.

How do I set up a DB link in oracle to point to an ODBC driver?

Did you try to go into DBA Studio and to create a database link? Terry M. Hoey

The Oracle Database links must have a Net8 Service. There will be no net8 service in this case.
