Link between two NS700's

Hi All,
I am trying to link 2x NS700's together, I have never done this before but have installed plenty standalone systems,
I have 4 spare IP Trunk licenses at each site, my reseller says these are what I use to do this.
I have followed the guide provided to me, setting the IP Gateway card at each site, configuring number plans and also the tie tables however I am getting Line unassigned when trying to dial between sites.
When I go to "Port property" on the IP Gateway card it shows 8 ports out of service and it doesn't allow me to activate as "Activation code limit over" I believe this is a licensing issue however I am a little confused as I believe the IP Trunk licenses done this,

In licensing you have On top left of the page 0/4 ip gateway license.( not 100% sure of wording but you will see what I mean
Change to 4/4 to tell the system they are for gateway
 
Thanks OBT I can now establish a call,
I am getting 1 way speech however when I call from an IP Phone at one site to an IP phone at the other site, however when I call from an SLT from one site to an IP phone at the other site I get speech both ways
Sounds like a network issue however is there anyway to make the PBX hold the call so I get speech both ways? The network isn't managed by myself - on Avaya there is a tickbox option to not allow direct media path which can do this, it does use DSP resources however I don't think I am going to be short of many as the site is not very large,

They should talk through the dsp because they are using sip trunk to tie the systems and shouldn’t go peer to peer.

If they were going peer to peer without a route they would have no speech

Do you have a vpn between sites.
Can you do a trace on the system port or take a trace of the ipgw in utilities
 
Yes I have a Draytek VPN between both sites
I shall do a trace in the morning
