LINK-3-UPDOWN vs. LINK-SP-3-UPDOWN 1

Every state change from up/down to down/up logs both a "LINK..." and a "LINK-SP..." message. Why?

 
I think one is the phsical link updown and the other is the spanning tree state change for that link (SP) .
