Lines rolling over to voicemail rather than free line

When a person calls in, the first call can be answered. However, while on that call, if another call comes in, the phones ring for a sec the rollover to the voicemail immediately, not allowing any calls to be answered by our other 3 lines.

The phone that is answering is programmed to call forward on busy to voice mail. That is why a 2nd call goes directly to voice mail. No ringing phones should be programmed with CFB to voice mail.

make sure you hunting of all 3 phone lines is set up correctly from line provider.

I'd also remove any call forward/no answer to the voicemail extension from all phones that audibly ring on incoming calls. Otherwise it goes straight to a mailbox (normally the general delivery) instead of being answered be the auto attendant.
