Lines on an Expansion Module 1

I have a BCM 50 rel 3. I am trying to add lines (Target lines) on the expansion module. Its an 1140e phone w/ 1 exp mod. I have tried to add/move lines. Nortel says it can be done, but I am not ready to pay for support, yet. Does anyone know to program this? Thank you.

It may need to be set as an eCAP. Try adding the DN of the 1140e in the CAP list of Element Manager.
