Lines not ringing into system, but busting out on sv8100 line port

Client has pots lines broken out from a cable company modem.
Can make outgoing calls fine.
Incoming calls do not ring phone, but co line button lights up. Call continues to ring and dumps into the cable company’s vm box for the client. Line button is now busy and will not disconnect until a reset of the system.
Any ideas?
 
As another note, when the line goes red on the phone system when someone calls in, you cannot answer the call as it is busy.
 
How are the calls programmed to terminate into the system?
Rings phones first then overflow to AA?
Rings AA immediately?
A solid red LED indicates that the call was answered.
The client should delete the call forward to the cable company VM at least for testing.
 
Your mention of the voicemail led me to resolve the issue.
The client purchased a refurbished system.
Not all of the programming was cleared.
Defaulted, reprogrammed, and all was right with the world.
