Lines busy with a PRI

I installed a PPRI with 4.0 XC software last week. Every thing seems to be working fine except for when they get more then 4 or 5 people on the phone and try to dial out. When they do, they get an error, LineXXX busy. The line changes, so the same line is never always the same.

Did i skip a step in programming that would cause the system to do this or what?

software needs to be upgraded believe to be a known issue with 4.0 and even 4.1
 
Yes, I saw that Nortel notice on Channel Lock Up also. It is a known issue on 4.0, I thought it was fixed on 4.1?
 
Check your network event log for errors, this should give you some idea of what may be the problem, There was a problem with 4.0 but the bulletin stated that if it was a heavy traffic situation you may run into this problem, you may also want to check the Link status under maintenance, And see what the B channel status is.
