Hi cheikhdtn, when you say "when the switchboard operator transfers the call from network line to network line, the two lines at the end of the communication are blocked " what exactly do you mean?
Is the operator trying to transfer the call to an external phone number? and when "communication are blocked" what kind of error are you receiving? are you getting a busy tone, wave off from the phone, or any error messages that pop up on the display of the phone?
the communication takes place normally when the 2 end their conversation and hang up the handset the two lines remain blocked and nothing is displayed and no busy tone.

I think i understand what the issue is. So when the call is completed the line is not disconnecting properly? If that is the case does the line eventually clear, or do you have to either go into system status reset the line, or reboot the phone system?
Confirm that your locale is set correctly in System > System tab
On the System > Telephony tab...
Check the box for Unsupervised Analog Trunk to Trunk Disconnect Handling
Uncheck the box for Drop External Only Impromptu Conference Call

Unsupervised Analog Trunk Disconnect Handling: Default = Off. Software level = 8.0+
When using analog trunks, various methods are used for trunk supervision, ie. to detect when the far end of the trunk has disconnected and so disconnect the local end of the call. Depending on the locale, the system uses Disconnect Clear signalling and or Busy Tone Detection. This setting should only be enabled if it is know that the analog trunks do not provide disconnect clear signalling or reliable busy tone. When enabled:
· Disconnect Clear signalling detection is disabled. Busy tone detection remains on.
· Unsupervised transfers and trunk-to-trunk transfers of analog trunk calls are not allowed. The Allow Analog Trunk to Trunk Connect setting on analog trunks (Line | Analog Options) is disabled.
· If Voicemail Pro is being used for external call transfers, Supervised Transfer actions should be used in callflows rather than Transfer actions.
· For systems in a Small Community Network, all systems in the network must have this setting set to match each other.
As TouchToneTommy stated make sure your locale is set correctly. A few things to check is to go to the line in Manager then go to Analogue options. You can First try it with "Disconnect Clear" checked and make sure that the setting matches the provider settings (You will need to call into your carrier to confirm) . If you still run into issues you can try what TouchToneTommy recommended
1: Go to Line Analogue Options Uncheck "Disconnect Clear
2: Go to System>Telephony and check "Unsupervised Analog Trunk Disconnect Handling
