LINE noise on ATM4 V1 Modules with FiOS

IPO R8.0.66 - DS8 with 4ATM Cards - CO Port 1 and 3 and 8 have LINE NOISE - like a TICK TICK TICK on the line when you touch the LINE APPEARANCE button to access dialtones for the first 3-4 seconds then it goes away - I REPLACED THE DS8 AND the ATM4's and the CHASSIS and I still get the noise - replaced the line cords and VZ (I know) swears its not the line and I cant replicate the issue on the VZFrame...... any suggestions?

Also - I did the impedence match and upgraded the cards to the latest 8.0.66 - but they are the 700417405 cards ....
