Line assignments

I am a newbie with Nortel phone systems. I need to change phone numbers on several phones. When I try to change line assignments, even though I have unassigned them first, I get an error that I cannot make the change, (the line is in use).

What do I need to do to change line assignments. Due to internal problems I cannot relocate the phones.

Under Terminals and Sets, Line Access, remove specific line from that phone(unassigned)and re-assign at preferred location.
