Line Appearance on IP403

IP Office 403 System. Using 4412D+ phones.

I have configured several IP Office 500 systems with no problems. I have recently had put a IP403 system into service and noticed that when I configured the button programming for each set to have 4 line appearances, the phone sets do not allow you to directly access them by pressing the button for the line. When you do press the line button the spkr light comes on with no audio. Dialing 9 on the other hand does work. Any idea on what I might have overlooked. Also the CLI does not show up on the phones. I noticed under the extension options the CLI drop down is grayed out. Thanks for any help.
 
Line appearance on the earlier software was a bit rough. Something like you weren't really accessing CO dialtone, even though the line key lit. EASIEST is to simply have user dial 9.
CLI - once enabled on lines, it should just work.

mforrence- in this case the Line Appearance key isn’t lighting, just the spkr button. If you dial a number the screen indicates IMCOMPATIBLE

I think R3.2(67) wouldn't allow grabbing the line directly. You could see inbound ringing on the appearance, but need to dial 9 to get out. As mforrence stated, the beginnings of line appearances were a bit rough and didn't work properly.
 
The IP Office is not a key system.
It does simulate it but it will not behave exact the same.
Also a key system is something from the 1980's although the US is still using them a lot because of the lack of ISDN2.

Would there be any issue with changing the short code 9 from secondary dail tone to dail so the wait time doesnt seem so long to call out? Thanks
