Line access buttons for different extensions 1

Currently we have a Partner ACS R5 with everyone using the 18D phones. Lines 1-6 are accessible through buttons on all of the phones. I want to change this so that some extensions have access to lines 1-6 and the rest have access to lines 1-3, & 7-9.
