Limiting values in Pop-up lists depending on other fields

I have a number of files that I am identifying by a "contract number," which has a format of: XX-XXXXXX. I am currently using two fields for this number, one for the first two digits, another for the last six.

If, in the info. viewing layouts, I let the user select the values for the both the fields mentioned above with pop-up menus, is there a way to limit the values that the user can choose from in the second pop-up menu only to values that appear with the first set?

For example: if the user selects the value "04" from the first pop-up menu, is there a way to then limit the choice of values in the second pop-up menu to only six-digit values that appear with the "04" prefix? Thanks.
 
Use a self-joint relationship based upon the values in the first field.
Make the second valuelist based upon the values in the first field.

and put the second valuelist into a portal based upon the first relationship.
