limiting users in apache?

Is there a way to limit how many users can visit the site at one time? I have been getting many hits on one of my server and it slows the connection to a crawl. The funny thing is though, that by running the apache server seems to slow the connection to 56k modem speeds. I don't understand why it has happened lately. Prior to, the apache server was running and the connection was fine.

In apache 1.3.XX you have the directive MaxClients. In 2.00 you should play with the directives of the threaded model you had chosen for your server.
