limiting the number of downloads

I'm hoping I'm in the right place. I want to limit the number of downloads per session on a website but don't know where that setting is located.
For example....say userA is allowed 10 downloads per session. If he tries to download 11, he'll receive an error message. I know I can limit file size as well as number of sessions allowed but can't find where the number of downloads.
