Limiting text size in Netscape?

I'm new to web designing and I have what hopefully will turn out to be a pretty simple question. I am trying to figure out how to limit the ability of a netscape user to change the size of (make larger) the text of my webpages. I can achieve this effect in Explorer with the style sheets, but for whatever reason, it's not working in netscape. If the answer is more complicated than a quick answer on this forum, I would greatly appreciate it if someone could point me in the right direction. Right now I'm totally lost in terms of what to try next.
