Limiting Terminal Server Connection Abilities 1

I am using a windows 2000 server, where people connect to, using Terminal Server. Is there a way i can disable these users from being able to shut the computer down, or restart it?

Start > Programs > Administrative Tools > Computer Management.

Go to Local Security Policy and deny those users shutdown rights.
