Limiting Sending if (Size of Message X Number of Recipients) > # of MB

I have a problem which I have not been able to find a solution.

We have limits on message size for our users. We have limits on recipient count.

What I cannot find is some kind of intelligence that would limit users from sending emails where the size of their email times the number of recipients is greater than a defined size.

Let's say the defined size was 50 MB.

In this example it would allow a 5 MB file sent to five recipients but limit a 5 MB file sent to 25 recipients.

The problem the lack of this feature causes is when a user accidentally sends an email with large attachments to many users in a remote office the email server traffic effectively clogs their network.

I cannot reduce the recipient count to something really low because we need to send small (KBs) messages to 250 people at a time. Also sending small messages does not cause a network problem.

Any suggestions on how to combat this problem?

Is this a feature in 2007?

Is there a third-party solution?
