Limiting number of instances

Hi,

Has anyone heard about a way how to limit the number of service instances running in parallel?

We have only a limited number of connections to other database and when too many service instances run at once, some fail with "The timeout period elapsed prior to obtaining a connection from the pool".

Ideas?
