How do I limit entries in a certain table to a certain amount, and then when the entries excede the desired amount the goto another table?

So i can set up a waiting list...
I want it to kinda be like a waiting list, limited to a certain amount of ppl and the rest be put onto another list.

doesnt necessarily have to be 2 tables i guess...
