Limiting Email Access for Excel Application

I have an application that I want users to email to another dept.

Situation requires that another individual enter a password to "sign off" on contents of file.

I have the password element working...but I need to make sure someone just can't open Outlook and attach the Excel file - independent from the Excel application.

Has anyone encountered a similar situation...and if so, what work around did you come up with?

On the face of it, there is no way to stop a user saving a file using save as, and then mailing in outlook.
The only workaround I can think of is to create another file as a result of the password accepted that contains the relevant info.
The recipient would then know that that file has been created by an authorised process. It can then be deleted after it has been sent. The sender will then never see the transmitted file and would therefore be unable to duplicate it, (unless they're a bit of a whiz with comps)
This won't prevent them mailing the original, but if the recipient department is not accepting originals, that won't be a problem.
I would personally use a data file. Random access files are difficult to read unless you know exactly how they're set up.

I think what I'll do is after the password is entered, save the file in a folder on the shared network. This is an Excel application with data input from various users.

Pardon my ignorance, but I don't follow the data file and random access file comparison...

I just need to be certain that the file can't be saved in the folder without the password.

I am going to explore the other suggestions above for SetAttr and GetAttr.

It really helps to run this by others!
