Limiting Bandwidth

Is there a way I can limit bandwidth on my home network. I am running two wireless machines and one wired machine through a Belkin wireless router/4-port switch. This device doesn't offer much management. If I have one of the PCs on the network downloading a large file (say 200megs @ 300kbps) the other PCs will only be able to download at whatever is left over, instead of taking some bandwidth away from the hog. Instead I would like each machine to only be able to download a max of 100kbps. Is there an easy way to do this?
 
there is software out there...i at one time had a bandwidth monitor...but the program has to run on each PC
