limiting bandwidth, user level

Hi,
I am really new to netwrking...I have a general question about limiting LAN bandwidth(TCP/IP).

Can Network Administrator limits/controls bandwith for each users in the same LAN when accessing to applications running in a server?

What kind of OS do you use for your server, and what kind for your clients?

I dont know what exactly is, that you want to achieve by doing that, but i'm not sure how you can do it on WinOS. Its much easier on a linux.
Anyway i suggest you get a good switch for your network as this could balance the bandwidth on your net, without floods on it, and without collisions and storms.

You can aslo try on google for any third-party software that can do what you want.

If anybody out there knows something more about this matter, please give this guy a hand.
