Limiting application access in XP Pro 1

I'm looking to set up a network PC out in our shop, Windows XP Pro. I'm going to create one restricted generic login that will be available for everyone to use on that particular box.
What I need to do is limit that account to only be able to use Internet Explorer, and have that only be able to access one local website... no other programs or websites.
I've checked the MS technet and support pages and Googled for solutions, but so far I'm only finding general information, nothing specific to what I'm looking to do. I've found articles mentioning MMC, registry changes, and third party apps, so I'm unsure which is the best method to pursue.

I'm going to continue searching, but any help or advice anyone here can give me while I'm continuing to look is greatly appreciated.

The first link showed me exactly what I was looking for as far as limiting websites goes... I came up with another solution for limiting applications after reading the other two.
