I am wondering if my form can be larger than 450 by 650. It seems like I can increase the value to whatever I want, but in the Designer, the form does not get bigger than 450 by 650.

Well, there is a setting for maxiimum design area. In my settings it's set to "None".
Go into options and in the Forms tab you find it.
