Limit Web Access Per User

I have a single PC at home with XP Pro. I also have a daughter who loves the internet and I want to restrict her to certain webpages and be able to add more once I have checked them out. It is as much for virus protection as it is for the obvious protection.

Anyway simply put is I want to limit her web access to specific pages, but don't want to limit my wife or I. Can this be done through the OS or Internet Explorer? IE allows restricting but not by web site but not by user. Yes I could add a password that only my wife and I know but that is annoying and tedious. There has to be a better way.
