LIMIT upstream speed internet connection

Hi y'all guru's,

I have this pretty decent internet connection, one problem though, there's a limited amount of MB I may upload in a month. I have a site to maintain which cost me some MB's, and once in a while I like to "share" some files with those exchange programs everyone knows but no one uses.

Now my question is: is there a way to control the speed of my computers' outgoing connections?

Any suggestions would be useful!
