Limit the number of items a user can create in a list

I am creating a tool that will capture employee skills. I have created a Survey and can access the results in Access by linking to the list. This works well except for the strange cutomization issues associated with Surveys in FrontPage 2003. (Inability to edit the toolbar in the DispForm.aspx view)

Surveys do have one great feature. They allow you to restrict the users to have only one response.

So, in a custom list (more customizable then surveys) does anyone know how you might limit the number of responses that a user can create? In other words I only want each user to create only one item in a custom list.
