Limit the number of assignments a person receives

I have a database that collects alumni information for Career Networking. The process is when alumni contact the Career Networking department, someone enter brief demographics and assign them to an represenative. What I want to do is limit the number of assignments a rep gets. For example if John Smith has 5 people already assigned to him I don't want to assign a 6th person. Rather look for an alumni represenative with 0 people or less than 5 people. I though I could write the criteria in a query, but I'm not having any luck.

Any suggestions would be helpful.

You may consider an aggregate subquery with an HAVING clause
