I found the following TID 2937799 at Novell. Basically, no, there is no way to limit space used by deleted files, but you can flag certain directories 'p' which is purge immediately. The following should explain further.

Issue
A customer enquired whether there is a way to limit the amount of space on a volume used by deleted files, just as you can put limits on the amount of space a user can have. He found that deleted files often took up over 50% of his servers' volumes, but still wanted to be able to salvage files.
In NetWare, as it stands, there is no way to do this. The customer was advised to flag print queue and email directories with the P (purge immediate) flag so that unnecessary space would not be taken up by files he would never need to salvage.
Clarification: Setting the P flag on a directory does mean that files in that directory will be purged immediately, even though the files themselves do not get explicitly marked with the P flag. To quote from the NetWare 4.1 Concepts manual, under Directory Attributes: "Purge (P): Tells NetWare to purge the directory and any file in the directory when deleted, even if the purge attribute isn't set on an individual file. The directory and files can't be salvaged with the FILER utility".

Another idea is to set up a dedicated Netware volume for timed backup files (Wordperfect) or temp files from other applications, then direct the files there from the application. I make a smallish backup Volume, give each user a named directory there, and direct their WordPerfect timed backups to that directory. They can then use the Novell Salvage feature as a time machine, to retrieve their work from past days, weeks, or months, as it was then, without me having to do a tape restore. Size the volume so it doesn't have so many salvageable files that it takes hours for Salvage to show them all.
You could do the same for print queues - rather than have them on SYS, give them their own dedicated volume.
