Limit records enterd in DB using code?

Is there a way to limit the number of records a user can enter into a db using code?

No 'native' way to do this (eg. via 'quotas', but their is nothing to stop you from having a CreatedBy field associated with a table, and keeping track of the number of records 'owned' by a user, and preventing addition of new records based on certain rules associated with counts, dates or whatever other rules you care to implement. This would for example be controlled via the before insert event associated with your data entry forms.
