In Exchange Administrator, is there a way to stop users from delaying the delivery of a message in the "Send Options" of Outlook.

Strange request. As there appears to be no applicable Group Policy for this (I'm in a win2k env) then I can only assume that building a custom default form for sending mail is the only solution. Check the various internet programming sites and M$ for details.
