Limit PDM Access 1

I was surprised at this with the pix since its being a secruity device. I made a user with the following access

username testuser password test123 previlege 3

Then I logged on the the pdm with this user name and change my (testuser) previlege to admin (15). Is this a bug or am I doing something wrong.

How can I just give a user only to monitor from the PDM. Is this possible? Can any local user can login to the pdm?

Cisco PIX Firewall Version 6.3(5)
