Limit number of instances

I am using windows terminal server, to deploy clients in a student lab environment. I have the sessions locked down with group policy, however opening many instances of internet explorer on the client machines can cause a denial of service to the other clients. Is there a way to limit the number of instances that can run on the terminal server?
