How do I limit the number of active remote desktop sessions a single user can have open?

Into a Terminal Server?

There is a GPO setting for that, I believe. Not positive, but I think there is.

You should also look in the Terminal Server management snap-in. I don't remember the exact name but there is a management snap-in were there maybe settings like that this is also where you can shadow users as well.

There may also be a setting, i forget, in the terminal services tab on the properties of the user account in AD
 
I found it, and of course once i saw it I was like, DUH!

It is in the Administrative Tools -> Terminal Services Configuration -> Server Settings -> Restrict Each user to one session
