Limit Mailbox creation to one Store?

Exchange 2003 on server 2003 with the latest SP on each.

I have a Tech that is responsible for one OU in our forest. This tech can currently create accounts and work with user and computer objects. Typical admin stuff....
We would like to allow this tech to be able to create accounts with Mailboxes attached. He can currently create accounts with the regular ADUC but these do not have mailboxes.
Is there a way that I can give this Tech access to the exchange ADUC with the ability to create mailbox enabled accounts but yet restrict him to one information Store?
I would not want this tech to be able to do anything else other than account creation with a mailbox inside of 1 OU and one Information Store.

I don't see why you couldn't delegate those rights.

Then just remove or deny the rights on any other stores they have access to.
