Limit incoming calls on PRI to departments 1

We are preparing to remove our Nortel 820 DR5 Systems with 1 BCM400.
I have asked the telco to port over the published numbers to the PRI (when it gets installed)
My questions is: How can you limit the number of calls inbound to the Department. Some of the departments used to have only 2 lines, other department have 5 or more.
I come from a Mitel world and do not have experinec with Nortel BCM 400.
According to my vendor, they cannot limit the number of calls. They said a samll department will get up to 23 calls and they can not control how many.
I think they should be able to. If the BCM can, how?
 
You will be using Target Lines (virtual lines that come in over the PRI using received digits). Then you can assign each Target Line to different phones with however many appearances you want. Or you can point them to a Hunt Group and assign phones to the Hunt Group.
 
For example:
Water Billing they currently have 4 lines. They will be programmed with 4 target (virtual) lines on each of the 4 phones.
Will they be able to place the virtual lines on HOLD, go get a file, and pick up on another phone?
Will the 5th call get a busy signal if all 4 are busy. That is what they want. No voicemail....
 
Does anyone know if the BCM 400 can be programmed to instruct the CO via the D channel to return a busy tone to an outside caller if all of the "TARGET" lines programmed on a set are busy?
What if the the target lines or virtual buttons are just "Off Hook"? Can they be busied out somehow to stop calls during breaks? Need to be able to control the number of calls incoming.
No Call Center setup, just plan jane folks wanting to limit calls when under staffed.
 
Technology won't solve HR issues.

If they want to limit calls, then either deprovision some middle B channels or de-trunk the unit.
 
Another alternative is to work with the CO. Presuming that the water department has one phone number that will cover the 4 available phones, the CO should be able to limit calls on that one phone number to only 4, and the 5th getting a busy. Some CO's don't have this ability natively, so the normal workaround is to send the water department phone number to a Remote Call Forward number having only 4 paths, and point that number to the PRI. This is only needed if they can't limit calls natively.
 
Under Target Line programming there should be a prombt asking "IF BUSY" and you can make it go to Prime Set or give Busy Tone. You'll have to test to make sure it does it after the 4th call it has been a while since I've used it.
 
Thanks everyone for the input. I hope that hawks has the right answer. There has to be a way to contol the number of calls.
When you have only 23 channels and 7 departments, you have to be a ble to regulate calls.
 
You can keep analogue line numbers but they have to be converted to isdn2 lines so they are no longer strictly analogue lines, numbers can remain the same though.

Worth having new lines so call purpose can be better broken down.

What is the "Prime Set" is this the primarty telephone for this target line? Or am I being too simple?

Also never got my head around "Pub Received" and "Priv Received
