Limit external recipients - not internal

Hi there, is there a powershell script, or a setting, where I can limit the # of EXTERNAL recipients an email goes to, but not internal?

In other words, I don't want my staff to BCC thousands of people outside our organization and "spam" them just because it's easy.

It's okay to send to all of us internally, separately, or via distribution lists. But externally, I want to limit that to a small number - like 25-50.

We don't have an "Edge" server. At the "Organization Configuration" -> Hub Transport setting, I only have a single "Send Connector"

When I look in properties, I don't see where to make that change.

Where should I look?

Org Config/Hub Transport/Global Settings/Transport Settings/General.
 
actually I think that will set it for all hub transport rules so may not delineate internal and external...
 
that's the problem I found - I need to delineate - I found that setting, but since it was "global" and not "send" - I dont' think it's the right one
 
verified - that's global - not just "external" - it affects both inside and outside the organization

anyone else have any ideas?
