Limit bandwidth of connection per user

I want to limit the bandwidth each user has when accessing the internet through MS ISA server (for example, i would like to give each user a maximum bandwidth of 64 Kbps). does anyone know if this is possible and if so can you explain how to do this please.

This is not possible using ISA server. The only bandwidth restrictions you can put in place are on websites. You can create a destination set of websites that you want to limit the bandwidth when accessing them and create a bandwidth rule. You assign this bandwidth rule a priority of 1 to 200 by creating different bandwidth priorities. Per user bandwidth rules can't be done using ISA.
