Licensing Question CAL

I am setting up a new network with 2003 server. The OS said it had 5 user licenses. I have 20 workstations that have windowsXP pro on them.

Should I use per seat or per server for the licensing mode?

Is a CAL included with an OS or do I have to purchase them separately for each workstation?

We will be using Exchange server also. Do I have to purchase Exchange CALs for each workstation connected to the server?

From what I unnderstand, Win2003 has a differnet licensing from Win2000. For 2003, there's per user licensing and there's per device licensing. From what I was told, ,if you have less users than device, than you choose per user licensing, or vice versa. You might want to post in Win2003 forum. For Exchange, it should be per user.
