licensing errors

We have license for 250 users and at present we have less than 120 users. However when a new user is added, he is unable to browse with the error "http 403 forbidden ". The raptor log file logs the following error
User
count limit reached. (251 users > 250 licensed) - denied access to
128.127.20.29".

Any help is greatly appreciated

I had a problem like this once.

It came up shortly after I 'inherited' the role of firewall admin. Simply put, the guy who set it up had made a mistake and it was allowing the whole world to use us as a proxy server. That eats up licenses and people in the building would magically loose the ability to connect until the firewall was rebooted.

Your problem might actually be different but that's what caused that error at my place.
