LicensePooling between subnets?

I want to pool licenses between three sites using ICA Gateways.. but how do I configure the ICA Gateway if I want to make sure to have redundancy?

We have 3 site:s, each with only one server.. do I:

Configure each master browser to have one gateway per subnet? That is Site A => Site B and Site A => Site C and so on..

or is it good enough to have Site A => Site B and Site B => Site C and Site C => Site A since the ICA Gateway is supposed to be bi-directional?

I called Citrix on this very subject a couple of years back. Their recommended solution is for one gateway per subnet on each subnet's Master Browser, as you described.
